On 20 January, High Representative Borrell co-chaired the EU-Cuba Joint Council with Cuban Minister for Foreign Affairs Bruno Rodríguez. The meeting was held by videoconference.
The Joint Council took stock of bilateral relations, and discussed the implementation of and follow-up to the political and sector policies dialogues established under the EU-Cuba Political Dialogue and Cooperation Agreement (PDCA). The parties also explored priorities for future cooperation in the 2021-2027 period, including in the areas of economic modernisation and ecological transition in Cuba. They further talked about bilateral trade and investment ties, and as well as the US embargo and its extraterritorial effects.
The Joint Council also touched upon regional and global issues, such as recent developments in Latin America and the Caribbean, EU-CELAC relations, the post-Cotonou framework, and coordination in multilateral fora on climate change and sustainable development. Cuba's efforts to reform its economy and the implementation of its constitutional reform were also discussed, as were the priorities of the von der Leyen Commission and the Next Generation EU recovery package.
